Update remote_files' file

Scenario:

A user previously imported a remote file via a csv import.

Question:

If a user created a separate importer to update the file_set's remote_file reference, should the image get updated? The CSV used the source_identifier of the pre-existing file_sets.

Notes:

We are seeing that the file_set's metadata gets updated, but not the file itself.
