Locale choice should be persistent across requests

Descriptive summary

Method generate_work_url was added to build urls which link to the appropriate tenant for works and collections, to support the addition of shared search functionality. This method does not carry along the locale selection.

Rationale

It is expected that following links will maintain the locale selection.

Steps to reproduce the behavior

1. Go to home page
2. Change locale
3. Follow a homepage link to one of the collections or works shown
4. The work/collection that loads will have reverted to the original locale.
