Divert+Clustered queue does not work

Create cluster of server0 and server1 as clustered-queue from example artemis with clustered queue queue.A only.
STRICT
Add to broker.xml such divert on both servers:

queue.A
queue.B,queue.C,queue.D
true


Produser send to server0 to queue.A. Nothing go to server1 to queue queue.A(clustered).
WHY?
I see, that server0 divert messages and have nothing to sent.
How makes server0 at first balancing incoming messages and after it diverts its own messages?
