Bug(satori): calling bot.stop -> bot.start create mulitple reconnect tasks #308

执行 bot.stop().then(_ => bot.start()) 后，上一周期的 reconnect task 由于无法获得 isActive=false 从而不会被回收，导致产生多重连接
