sbt-bloop (0.5.12) suddenly started compiling when running sbt bloopInstall

I had a compilation error and then I got a wall of text full of Value(...) which I unfortunately cant submit here without heavy editing (proprietary repo).

Fix for us was to downgrade to 0.5.11 which does not do this.

Hey @tgodzik, sorry to bother you, but is everything ready for the 1.5.13 release after the #2202 was merged? Or are there still some changes incoming? 🙂

I wanted to release but then something worrying popped up on discord and I wasn't able to investigate. Apparently, there is an issue with runtime config being used in some projects. I need to reproduce it and fix before the next release.
