Incorrect network interface choosen during install even without link on it #29

It was observed with 10 (buster) on system with two port ixgbe and on board network interface during network (PXE) install.
Debian installer incorrectly tries to use ixgbe network interfaces even if they have no link (i.e. cable unplugged).

Same was reproduced in virtual environment with single interface with no link: installer tries DHCP and IPv6 Auto-configuration on it.
