chore(deps): bump jsdom and jest-cli

Removes [jsdom](https://github.com/jsdom/jsdom). It's no longer used after updating ancestor dependency [jest-cli](https://github.com/facebook/jest/tree/HEAD/packages/jest-cli). These dependencies need to be updated together.


Removes `jsdom`

Updates `jest-cli` from 24.9.0 to 29.3.1
