SBOM created field does not match the specification

Background
cpython-sbom is building SPDX2.3 in Tag-Value format. However, the generated SBOM does not meet the spec for created field.

Actual Behavior
"created": "2023-09-27T17:33:10+00:00Z",

Expected Behavior
SPDX2.3 specification expects created field to be in the following format:

YYYY-MM-DDThh:mm:ssZ

Additional Details
I narrowed it down to a bug in spdx_tools itself now logged as spdx/tools-python#766. This issue can act as a placeholder to get the fix from spdx_tools once it is available.
