Able to disable prebuffering automatically when in privacy mode

If a camera is disconnected from network, unreachable, and privacy mode enabled for that camera it will be good to be able to stop trying to start prebuffering.

Maybe a toggle to disable prebuffering when privacy mode is enabled and when privacy mode is disabled then prebuffering starts again. Some resources can be saved not trying to prebuffer a camera that is turned off.

I have an automation that turns power on one camera when I leave and viceversa when I get home and even I use the at home toggle to enable privacy mode to prevent attempts to load thumbnail at Home app, camera.ui tries to start prebuffering.
