🌴 Code Settings Sync Version : 3.1.2
🌴 Standard or Insiders : Std
🌴 OSS or Portable : OSS (snap package)
🌴 Operating System : Ubuntu 18.04
🌴 Occurs On: Upload / Download
🌴 Proxy Enabled: No
🌴 Gist Id: 3f6c79a80087670193299f521e79894a2bfb0780
📰 To Reproduce
Steps to reproduce the behavior:
Configure Sync
Add 2 extensions
Sync (up)
disable one extension
Sync (up)
Add Sync to a second computer and download cfg
Only the single enabled extension will appear on the new computer.
💪 Expected behavior
The real takeaway is that I would expect my default state to sync - including disabled extensions (remaining disabled). But when syncing down at another computer - only enabled extensions make it over and the disabled ones are discarded.
📺 Additional context
I keep a core set of extensions enabled, and a set of additional extensions in the disabled mode. This allows vscode to open quickly by only having those enabled that I expect for general work. Then, what I will do on a workspace by workspace basis I would enable or disable needed extensions. Basically keeping only what is needed when needed.

🐛 Describe the bug
I'm not sure this is a bug or a question of "expected behavior".
Disabled extensions are missing on other computers.
