[BUG] Drones cannot interact with the hacking panel on shocked doors

Reproduction:

If a door is shocked, it becomes impossible for a drone to interact with it's hacking panel. Attempting to use hacking tools on it simply results in it sparking. This makes it impossible to repair doors in some cases, and if you accidentally shock a door with your wirecutters you cannot undo it.
