To replicate the described behavior, you need to create a discount promotion that reimburses 100% of the shipping costs. Then, place an order using the promotion and check the order details in the frontend afterward. At this point, the tracking number is displayed twice, either as "not available" or, if a number is added to the order, it shows the number followed by "(22222 not available)."
