feat: automatically build using the release flutter version if a release already exists #2471

Description

When a release exists for one platform (ex: 1.0.0+1 on Android), attempting to release 1.0.0+1 on iOS with a different Flutter version fails. This is expected, but frustrating because Shorebird 1) always uses the latest Flutter version and 2) the latest Flutter version changes frequently.

It would be nice if the CLI detected the Flutter rev used for the release and automatically used that.

#1385 is going to have related code (although not really a related subject).
