All CI checks on PRs fail with the following error:

/home/runner/.cargo/bin/cargo fmt -- --check
error: 'cargo-fmt' is not installed for the toolchain '1.76.0-x86_64-unknown-linux-gnu'
Error: To install, run `rustup component add rustfmt --toolchain 1.76.0-x86_64-unknown-linux-gnu`
Error: The process '/home/runner/.cargo/bin/cargo' failed with exit code 1
