Bug description

Describe here the issue that you are experiencing.
This is similar to #8365, but in my case message is sent, (single tick), but not delivered (double tick). And I do receive messages from other person.

Steps to reproduce

• not consistent. I started facing at 1:03 and only after I thought to try sending voice message it started to work again.
  Actual result: Message not delivered to recipient. But I receive messages sent by them.
