Bug description

Add support for input of accented characters on Windows with the -> letter method in the message compose field. Currently, throughout most of Windows [10, perhaps earlier], accented characters like ícan be input by pressing ctrl+' then the character. Signal should implement this behavior.

Steps to reproduce

1. In message field, press ctrl+' , then press i, or e, or etc.
2. Character input
