can't use Windows manager GUI to configure docker server

I download the windows GUI manager from official website, and also install docker auto-build of this repository, only to find can't use the manager to configure the vpn server. I also tried vpn connection on my phone not in the same Lan, only to find can't access server.
I don't know what the reason is, but I think it would be much better to provide configure option for the docker build.
By the way, I have ipv4 address and ipv6 address on the server. I tried the connection with ipv6 address.
