Admin can't start IMA-agent container for SMALL schain type

Admin tries to start IMA container, but can't do it because cpu-shares value = 1, when minimum value is 2.

Versions:
admin: 2.3.4

Steps:

1. Create schains with SMALL type
2. Link IMA for this chain
3. Check IMA container status

Expected result:
IMA container is running

Actual result:
IMA container can't start because of incorrect cpu-shares parameter
