Find a way to speed up loading plugins or cache them - currently for haxe.io loading the plugins takes the most time on subsequent re-builds.

By removing the plugin loader from Tuli to Tappi, which has been improved, I should be able to save the full path of each plugin.

Then I would just check that each plugin exists and its modified date isn't newer than the saved list. The saved file name could be a combined md5 of all plugin names, as it will change if a plugin is added/removed.
