Threshold should go up to 10% or max size in bytes of data-structure

I am thinking of making the threshold be dynamic, until it grows to the size of what is expected from the sketch. So if the sketch is to occupy 1 MB then I will allow the threshold to grow up to 1 MB before replaying it into the sketch. What do you think? @mbarkhau @njpatel @bahlo
