Requirements for hotline

Hi,
I was wondering if you could add the requirements for adding a hotline to the contribution.md file?
For example, does the hotline have to be something to access in an emergency? Does it have to have instant chat capabilities (online chat, phone call, texts etc.) or can we add hotlines that are email only? Can we add general helpful information or does it have to be specifically about certain things?

In essence what I'm asking is, could you be more clear about how to contribute and what you'll accept as a contribution so that I and others know what help you may need in adding resources.

Apologies if what I'm asking for is already there, I'm autistic and struggle with reading comprehension.
