'NEXT_PUBLIC_LOCAL_QUILL' is not recognized as an internal or external command

Hi, I am following the DEVELOPMENT.md to start quill on my window local machine but I cannot start the project.

Steps for Reproduction

1. Visit [https://github.com/slab/quill]
2. Download the code
3. Run npm i and then run npm start

Expected behavior:

The console throw error:
'NEXT_PUBLIC_LOCAL_QUILL' is not recognized as an internal or external command, operable program or batch file. ERROR: "start:website" exited with 1.
