Review language for Scope #1

The Scope file contains the "Scope" for the project specifications.

This is particularly relevant because it defines the boundaries of some of the patent license grants in the Community Specification License 1.0. The project can have developments that are outside the defined "Scope", but they may not be subject to the patent license grants to the same extent as matters that are within the "Scope".

Please review the Scope language and discuss / propose any changes. It should be broad enough to encompass the project's current and planned / foreseeable goals. It can also be expanded in the future, but (as indicated in the file) changes to the Scope are not retroactive, so later changes would only apply on a going-forward basis.

Noted during SLSA community call 2022-04-28: may also want to consider the discussion at slsa-framework/slsa#276 as part of how to define the Scope for this file.

Confirmed with community members that they're good with the current draft scope for now.
