Proposal: iOS Library Proxy Layer Should Not Be Public

This proposal is to make major changes by shifting all code on the proxy layer to be non-public. This would leave the new manager-based layer as the developer's primary interaction point.

Review: smartdevicelink/sdl_evolution#48

Steering Committee Decision:

This proposal has been accepted by the Steering Committee. The committee has agreed that this should be implemented after 5.0 and will discuss further when planning the 6.0 roadmap/release.
