Different behavior post-production

We discovered an issue with the multi-lingual external module when adding a new instrument to a production project. In draft mode, in the Online Designer, there is no language window for adding the answer labels. You need to add the new fields and submit them for review. Once the new instrument is in production, you can go back into draft mode and add the choices for each language. The window will appear in the Online Designer.
