As part of the shift to an OS model of maintaining the SDKs we should encourage good coding practice in any PRs that are opened. To guide new contributors we should add a markdown for contributing which lays out the DOs and DONTs of what to contribute.

The Java SDK team have added one for their Repo which we can use as a reference.
