Methodology: Where to publish?

We need to decide what to do with the revised (issue #90) methodology document. Should we just publish it on arXiv, or should we try for a journal publication? We might be able to publish it in an empirical software engineering journal, or the journal that publishes experimental procedures before the experiments are conducted. In the second case, we would consider our existing measurement exercises as pilot studies.

The Methodology document was published on the arXiv. A paper that covers the some of the same material was submitted to ICCS. We can close this issue.
