I don't know if you see this as defaultbehaviour, but my experience is that it is inconvenient.
If you have a form with multiple formelements, the input/textarea fields don't react to the arrowkeys anymore. Of coarse I can choose a different keys-attribute, but I like using the arrowkeys for focussing. I could choose additional keys to handle refocussing when I'm inside a textarea.
