bug: Editor not reflecting a proposal update #801

When updating a proposal:

the editor page title still show: 'New proposal', even though the action button show 'Update'
the timeline is not reflecting the proposal timeline, and assume timeline for a newly created proposal
When refreshing the page, the draft is now for a new proposal, and not for the update, even though the draftId is the same
