SNOW-1735188: ParameterMetadata always return varchar type

   v3.19.0

2. What operating system and processor architecture are you using?
   Ubuntu 22.04 x86 64

3. What version of Java are you using?
   OpenJDK 64-Bit Server VM Temurin-17.0.2+8 (build 17.0.2+8, mixed mode, sharing)

4. What did you do?

This issue #219 is still there and have not been fixed

5. What did you expect to see?

I expect to see ParameterMetadata to return correct Type

6. Can you set logging to DEBUG and collect the logs?
