LocationHeader in common components should use 'uri' as format #259

The LocationHeader common component is using format: url.

format is an open value, so url isn't invalid, but json schema formats already provide uri and OpenAPI formats inherit from json schema. For consistency LocationHeader should use uri.

format: url should be supported in vervet. Though, if uri is compatible and has wider support, I agree we should switch.
