Issue/Feature Description:
As we know, name is required paramater while creating lifecycle rules. But, if user doesn't give any name, some random-id is created for name.

Why this issue to fixed / feature is needed(give scenarios or use cases):

How to reproduce, in case of a bug:

  1. Create Bucket
  2. Try to create lifecycle without giving any name.
