Support 3.11 once papermill does #118

The pipeline stage alone is 20% faster on Python 3.11. Once papermill supports it (nteract/papermill#700), we should bump to 3.11.

Alternatively, using Ploomber might add an extra layer of indirection that could work on Python 3.11.

Use ploomber-engine instead, and upgrade to Python 3.11.
