Need to add -data-dir option to startup scripts. #115

Just need to populate -data-dir in templates with 'consul::config_dir'

Otherwise consul errors out with:
==> Must specify data directory using -data-dir

Looks like hiera isn't populating the config_hash properly in my test case, so the config json is empty.
