The issue encountered
Focus does not automatically switch to the active window.
Steps to reproduce the issue
I display folders and mounted volumes on my desktop. However, it's not something related to the desktop folder, so you can start this process from some other location in the directory tree instead if you wish.
Double-click your Home folder.
1a. A new window displaying the contents of your Home folder is generated.
[CTRL] + [SHIFT] + [N] to create a new folder and summon the dialog box for providing a name.
2a. Notice the fact that the name field is NOT blank. It contains the name "Home".
2b. This is the first clue that the tree level where focus actually is is not where a normal user would assume it to be.
Ignoring the fact that there's a name there, just simply type a new name for a folder, and either click the "Create" button, or press [ENTER].
The newly-created folder will NOT appear in the window you're in (which is the "expected" behavior) but rather on the desktop, which is the location in the directory tree where focus actually is, though it shouldn't be.
Ideally, the active location and the focus location should always be the same. So, for example, if I had my Home folder open, but actually wanted to create a new folder on my desktop, this should be possible through first clicking on the desktop somewhere, and then beginning the "create new folder" process.

The window manager is not changing the input focus to the newly opened window under certain circumstances. So the "old" focussed window received the shortcuts.
