[radv] Add new device type in docker-router-advertiser.supervisord.conf.j2

Description

The suffix "ToRRouter" is used to match device type to determine whether it is a tor router device, which is inappropriate. There can be other devices with the function but is not named with ToRRouter, like MgmtTsToR. Scripts should be changed to be not dependent on the naming of device types. There is such case in docker-router-advertiser.supervisord.conf.j2.
