Issue Description
When SW control feature enabled in sai.profile SAI_INDEPENDENT_MODULE_MODE=1, auto negotiation must be disabled for ports where Active Optical cables are plug in.

Ports with AOC operation down state
Results you expected to see
All ports are up. Autoneg disabled for AOC only if SAI_INDEPENDENT_MODULE_MODE=1 in sai.profile
