Grading notifications are not created in the correct context #1166

Currently notifications are being created for ALL submissions. Assessments which has is_manually_graded as false and is_grading_auto_published as true would imply that there is no need for staff to do anything. This should not create a notification as there is no "TODO" for them. Furthermore, they would have to unpublish and publish that submission to remove the notification
