update to rules_go 0.40.1
fixed issue with crypto keys in https://github.com/sourcegraph/sourcegraph/commit/241d64c48a65da84492534bf14e4b06906442b28 (caused by: crypto/rsa: rsa.PrivateKey with json.Unmarshal and Go1.20 results in slow keys golang/go#59695)
Fix go_stringer
Fix that test in the backport or mark it as a flake.

Currently waiting on some help from the Bazel slack, spent 3h on this without success.
