It would be helpful to have a tool that can take the output of a given reference file creation algorithm and compare it to the existing reference file in CRDS (or to any other specified reference file).

I'm not sure if this would end up being a single tool that can handle all or most reference files, or if we'll need customized tools for all reference file types.

Example:
bad pixel mask - Compare the old and new reference files bitwise. Any pixels that are flagged in the old version but not in the new version should be examined closely to see if they have really recovered, or if differences in data inputs are making them look ok when they are actually not.

Bonus points for integrating with CRDS to automatically identify the current reference file in CRDS to compare against.
