Static typing libraries not working correctly with python 3.11.2 #27

Hi

while running the install.py script/ pip install requirements.txt .
My Python version is upto date 3.11.2 and so is my C compiler

@Kasambx Thanks for raising the issue! We did not test Python 3.11 yet, and the version of mypy is likely not up to date.

We should also make the installation of development packages optional.
