Locality form slow to open

Issue: Locality form takes several seconds to many seconds to open between the time the form is clicked to open and it actually does. This occurs when creating new records and opening existing Locality records.

Cause: The World Wind plugin is slowing down the form loading.

Resolution: As long as they aren't using the World Wind app (most people are not), it can be removed from the form and the form will open much faster.
