The resource import/export feature is only available for administrator level users unless the user is granted permissions to use it at a lower level. An administrator level user must grant users of lower permission levels (i.e. Manager, Full Access User, etc) the ability to use resource import/export. However, you may have noticed after granting permission for this feature that it is still not available. The problem most likely is that you need to grant permission for the Configuration feature as well. In order to do this, log in as an Administrator level user, then click System -> System Setup -> Security Tools. Open the collection in which the designated user is located, expand the permission group that they fall under, and select the user. On the right side of the screen go to Resource Import/Export and enable this feature. Then select Configuration and enable it as well. Save these changes then login as the modified user, and Resource Import/Export should now be available. Note: this does not enable the configuration feature, more permission changes must be added for this.
