Treedefitems form flashes while navigating

Describe the bug
The treedefitems form flashes when you navigate between items using the arrows.

To Reproduce
Steps to reproduce the behavior:

1. Go to a tree
2. Click on the 'edit' button by the tree name
3. Click on 'treedefitems'
4. Navigate forward and backward using the arrows
5. See the form flashing

Expected behavior
The flashing should not occur.

I think the issue here is that in a RecordSet (regardless of context), the circular loading dialog is being used when the information for the record is loading. The Skeleton Loader (#3334) should appear instead.
