REopening closed issue?

I hereby REopen an issue?

This old issue seems to have been "fixed" of not being able to drag (maximized) windows around when clicking and holding on the top panel and then moving your cursor.

This was in 2020 and has since merged with master. So how come it is not working today? Is it just broken again?

Also, clicking the (secondary) top panel does not also focus the maximized window present on that same monitor, which DOES happen to a maximized window on the MAIN monitor (with the default top panel, obviously).
