Instrument Bigtable timeouts

Use Case Resolved: in order to best serve our users and to be able to adhere to our SLA's, we need data on requests being timeout-d

  • I am a Heroic developer
  • who wants to know how the reduced Bigtable timeout is affecting users and our SLOs
  • so that I can be sure that it is performing in the users' best interests and as we expect it to
