Request: If possible, could handling charges be per carrier, or configurable by other metrics (weight/etc).

For example, when shipping a small USPS item we usually charge just $1 handling, but for UPS where orders are larger and can involve several boxes, we charge $3 handling.

If requests belong somewhere other than in issues, please let me know where to post them.
