Dave Syer opened SPR-6452 and commented

Declarative Lifecycle: the phased startup/shutdown from #10179 only works with marker interfaces. Third-party components need XML features in the beans namespace. Annotations are an obvious other choice.

Yes it is. But we also need XML attributes.
