Juergen Hoeller opened SPR-13549 and commented

As per 8e4bfa9#commitcomment-11747566, BeansDtdResolver uses a sub-optimal lookup for the DTD name, potentially not detecting it if the same name occurs in a previous path segment. Consistently checking the last path segment would be more reliable.
