The contribution doc needs updating to reflect changes in our process as well as be more assistive to those formulating a PR.

Some related issues that should be addressed when doing this are:

Hi @jzheaux, I think this can also be improved with insights from #11157. You can keep this and close that as a duplicate if you prefer.
